It really is a kazoo and was made by Mattel back in the late '60s. I'm including a couple of pix (with yardstick so you can get a sense of the size).

The membrane is right where the "mouthpiece" fits in to the red ball with the valve handle (which actually turns). The technique around kazoo rookies is to tell them you need to tune the kazoo before playing, then hum into the kazoo and turn the handle slowly one way (raising your hum) and then back the other way (lowering your hum). Most novices think you're actually adjusting the tone with the valve handle.

All the joints turn so I can twist this into whatever shape I want. It plays great but I'm dreading the day the membrane goes because I'm not sure I can get to it without messing up the mouthpiece fitting. The whole thing is made of plastic although of some very durable substance, except for the bell which is regular plastic and has taken a bit of a beating. In fact, it's got a pretty good sized chip out of the edge.
